Kenko Tokina is a major optics manufacturer headquartered in Japan, producing binoculars, telescopes, microscopes, camera filters, camera lenses, and a variety of optical accessories. Kenko Tokina has OEM rifle scope factories in Japan and the Philippines. Kenko Tokina appears to own the Sightron brand of rifle scopes.

Disclaimer about OEM information
It is difficult to talk about where "optics are made" because they are complex instruments, often with various components coming from different suppliers. For example, raw glass comes from a handful foundries worldwide. Raw glass blanks must be ground into lenses and coatings applied. Then these lens elements must be assembled into optical subsystems (e.g., objective lens assemblies or eye piece lens assemblies). These steps may be performed by a single company or by a series of companies before being sent for assembly into a finished optic. Even when performed by a single company, these steps may occur in different facilities in multiple countries. A similar series of steps are associated with machined parts like main tubes and turret housings, finishes, etchings, small parts, electronics, reticles, etc. This inherent complexity is why I focus on where the final assembly takes place, as this question has a more definitive answer (although even final assembly can be murky).
OEM information provided here should not be taken with 100% authority. I rely on import/export data (e.g., SKUs in shipping manifests), brand websites, published articles, and forum posts by reputable industry insiders. In a few cases, I make inferences from product similarities or by process of elimination. I provide OEM information, when available, to provide insight into the optic industry supply chain.
For example, let’s take the Vortex Viper PST Gen II. The scopes are made in the Philippines, so we know it must be by either Scopro or Kenko. We know the Viper Gen I scopes were made at Scopro from part numbers appearing in import/export bill of lading data (example). But Vortex is also receiving signficant recent shipments of rifle scopes (HST code 9013.10) from Phillipine-Kenko (example). Since the Viper PST Gen II part numbers are the only Philippine-made Vortex rifle scopes not appearing in Scopro bill of lading data, connecting the dots leads me to infer the Viper PST Gen II are made by Philippine-Kenko.
